Event Security at Oktoberfest in the Gardens: How We Keep Festival Crowds Safe

Large outdoor festivals bring together thousands of people, alcohol, food stalls, rides and temporary infrastructure, all in a public space that was never designed as a venue. Getting security right is what lets patrons relax and enjoy the day, and what lets organisers meet their permit and liquor licence conditions.

FRS Security is proud to provide event security for Oktoberfest in the Gardens. Here is a look at how a festival security operation works on the ground, and what event organisers can take from it when planning their own events.

1. Entry screening and queue management

The entry point sets the tone for the whole event. Barrier lanes keep queues orderly and moving, while our officers check tickets and ID, conduct bag checks and refuse entry to anyone who is already intoxicated or carrying prohibited items. A well-run entry also stops pressure building up outside the gates when crowds arrive at the same time.

Good entry management depends on planning: the right number of lanes for the expected arrival rate, clear signage, and enough officers rostered for the peak, not just the average.

2. Licensed area boundaries

At licensed outdoor events, alcohol has to stay inside the licensed area. Our crowd controllers are positioned at boundary points to make sure drinks don’t leave the site, and to keep the line between the event and the surrounding neighbourhood clear. This protects the organiser’s liquor licence and keeps the local community on side.

3. Responsible service of alcohol (RSA) support

Bar areas are where problems most often start. Dedicated RSA officers work alongside bar staff to monitor patrons, identify signs of intoxication early and step in calmly before a situation escalates. Having a visible, friendly security presence near the bars is one of the most effective ways to keep the whole event relaxed.

4. Roving patrols

Static positions cover the gates, bars and boundaries, but a festival site is constantly moving. Roving patrol teams walk the grounds, check on patrons, watch for overcrowding at stalls and rides, respond to incidents and help people find first aid, lost property or lost friends. They also act as extra eyes and ears for the event control point.

5. Communication and coordination

Every officer on site is connected by radio to a supervisor and the event control point. That means an issue spotted at one end of the site can be dealt with quickly, and that security, event staff, first aid and, when needed, Victoria Police are all working from the same information.

Event security planning checklist

Whether you are running a festival, a sporting event, a concert or a corporate function, these are the questions to work through with your security provider:

  • Crowd numbers and arrival times: how many people are expected, and when will the peaks be?
  • Permits and licence conditions: does your council permit or liquor licence set minimum security numbers or specific requirements?
  • Site layout: where are the entries, exits, bars, stages, first aid and emergency access routes?
  • Prohibited items and entry conditions: what will be checked at the gate, and how will refusals be handled?
  • Alcohol management: where are the licensed area boundaries, and who supports RSA at the bars?
  • Emergency planning: what is the evacuation plan, and does every officer know it?
  • Communications: who is in charge on the day, and how will security, event staff and emergency services talk to each other?
  • Bump-in and bump-out: who protects equipment and infrastructure before and after the event?

Why use licensed, experienced event security

In Victoria, anyone working as a crowd controller must hold the appropriate licence issued by the Victoria Police Licensing and Regulation Division. Beyond licensing, experience matters: officers who have worked large events know how to read a crowd, de-escalate early and keep people safe without spoiling the atmosphere.

FRS Security provides event security and crowd management for festivals, stadiums, concerts and private functions, with clients including Oktoberfest and Kardinia Park Stadium Trust. We are ISO 9001:2015 certified and bring more than 60 years of combined experience to every event.
